On the morning of Oct. 22, 2026, federal agents took Virginia state Sen. L. Louise Lucas into custody on a 45-page, eight-count federal indictment filed Oct. 14 in the Eastern District of Virginia. Lucas, 82 — the Senate's president pro tempore and chair of the powerful Senate Finance and Appropriations Committee — faces racketeering conspiracy, conspiracy to distribute marijuana, conspiracy to launder money, money laundering, honest-services fraud, maintaining a drug-involved premises, firearms and wire-fraud charges. She faces five of the eight counts; six co-defendants — including two of her daughters and her grandson — were named alongside her, and all seven were in federal custody by Thursday.

Prosecutors allege a five-year operation, which the indictment calls the "Lucas Enterprise," run through The Cannabis Outlet, a Portsmouth medical cannabis shop Lucas co-owns — distributing large quantities of illegal marijuana under the cover of a legal business and using her political position to insulate it from scrutiny. The FBI searched her office and the shop on May 6. CNN reports prosecutors also accuse her of paying $750,000 for a stake in a shell holding company tied to a recreational marijuana license, and of receiving a bribery payment from a co-conspirator.

The indictment's centerpiece is a Feb. 9, 2026 FBI wiretap. In it, prosecutors say, Lucas discussed pending marijuana legislation and the prospect of an associate receiving a recreational license — and sharing the proceeds with her. The indictment's words: "This is our last chance at generational wealth." And then the line that writes the headline itself: "I've got too old to not be greedy."

The case was announced at a ~10 AM press conference by Attorney General Todd Blanche and FBI Director Kash Patel. All charges are allegations — an indictment is not a conviction. But the wiretap quote is doing the real damage long before any courtroom does.
